Suspect arrested on drug charges

Pine Bluff police on routine patrol early Monday morning found an unoccupied vehicle in the middle of the street at 34th Avenue and Main Street with a man standing in front of the vehicle, then arrested him on felony drug charges.

Frank Lowe Jr., 28, allegedly said he was “high on PCP,” Deputy Prosecutor Maxie Kizer said during a court hearing for Lowe on Tuesday.

Vice and Narcotics Detective Bret Ward said in a probable-cause affidavit that the vehicle was running, and police found a bag containing 3.7 grams of suspected crack cocaine in the left center console of the vehicle. They also reported finding a brown cigar with suspected marijuana in it.

Ward also said the initial officers reported that Lowe “appeared highly intoxicated.”

Kizer said Lowe is on felony probation and has pending charges of possession of a controlled substance, possession of drug paraphernalia, and tampering with physical evidence. In addition, he is on probation in Miller County and a petition has been filed to revoke that probation.

Jefferson County District Judge Kim Bridgforth set a $100,000 bond for Lowe after ruling that prosecutors had probable cause to charge him with possession of a controlled substance with purpose to deliver.

Lowe said he would hire his own attorney.
