A traffic stop by police Friday afternoon resulted in the arrest of two men on drug-related charges.
Frank Lowe, 28, and Edwin Foots, 28, were in possession of PCP when vice and narcotics officers Marqis Blake and Richard McCorvy stopped the vehicle they were in, Blake said in a probable cause affidavit.
Blake reported that the vehicle was stopped for not using a turn signal at the intersection of Harding Avenue and Elm Street, and when Lowe got out of the vehicle, he had his right hand behind his back.
When Lowe turned around, Blake reported that Lowe began to pour a liquid suspected of being PCP out of a bottle that was in his hand, then dropped the bottle.
Blake reported that investigators found a half-smoked More cigarette in the central ash tray of the vehicle and three additional More cigarettes with the outside torn down and only the filter left.
The probable cause affidavit reported that More cigarettes are commonly used to smoke PCP because they are dark and less likely to show they have been laced with liquid PCP.
Pine Bluff District Judge John Kearney set a $25,000 bond for Lowe and Foots after ruling that prosecutors had probable cause to charge both men with possession of a controlled substance with purpose to deliver and possession of drug paraphernalia.
Lowe and Foots said they would hire their own attorneys and were told to come back to court Feb. 25.
