L.L. Owen Elementary Principal Tim Taylor (left) holds the flag Friday with its designer Anna Falls, a third-grader at the school who drew the flag in a contest last year in the second grade. The contest, which has occurred for the last five years, picks a winner whose flag flies over the school and is displayed in the cafeteria. And one flag is given to the winner to take home.
